Community Expo & Networking Plenary Event

Submission to Seanad Eireann - Public Consultation on the Future of Local Democracy

Carlow PPN facilitated 3 consultations on The Future of Local Democracy. The role of the PPN is to advance community and voluntary interests using community development principles. The PPN works in partnership with Carlow County Council and local development agencies to deliver meaningful community led participation that benefits Carlow local communities.

consultation:

'When it comes to participative democracy and voting, PPN member groups felt there is insufficient knowledge about who can vote in local elections particularly amongst new Irish groups such as Ukrainians, Syrians, Spanish and Polish nationalities, who seem to be unaware of their voting rights'.

St. Mullins Town & Village Renewal Scheme

Clonegal Town & Village Renewal  Scheme 

A public meeting will be held on Wednesday 4th October at 7:30pm in St Brigids Hall, Clonegal to discuss the Town & Village Application for Clonegal.

The LAWPRO Community Water Development Fund 2024

Grants available for communities to deliver positive actions for water quality, protection and awareness.

The Local Authority Waters Programme (LAWPRO) Community Water Development Fund 2024 is now open for applications. Local communities or voluntary groups can now apply for a Community Water Development Fund (CWDF) grant to deliver a project in 2024. This Fund helps local communities deliver projects and initiatives that enhance your local water environment, delivering multiple benefits for water quality, biodiversity and climate action. The Local Authority Waters Programme (LAWPRO) administers the Fund on behalf of the Department of Housing, Local Government and Heritage. There will be €520,000 available in grants under the 2024 Call.

Carlow PPN Representative Profile:

Willie Murphy

Willie Murphy is a PPN Representative on the Planning, Environment, Climate & Bio-Diversity Action, Energy & Agriculture Strategic Policy Committee (SPC).

He is based in Bagenalstown and he is your Community & Voluntary Representative.

 

Willie has a vast range of experience in the engineering industry, farming and environment sectors, that are a valuable asset to the community.

A former chairman of the local IFA and a successful lobbyist, he helped Carlow RTC (now SETU) acquire 8 acres of land adjacent to the college.  He was also influential in the introduction of the scrappage scheme in the 1990's. 

Willie researched and campaigned for forestry grants for farmers and to have the Dormant Accounts debated in 1991.

He is also the chairman of Bagenalstown Sustainable Energy committee and an active member of Bagenalstown Improvement Group.  As your local PPN Representative Willie can bring issues to the attention of the County Council Committee he sits on. Do get in touch with us to liaise with Willie on policy matters. 

The meetings are quarterly and the next Planning SPC is November 14th 2023.

Draft National En-Route EV Charging Network Plan – Public Consultation

Launching the public consultation, Minister Ryan said:
“The National EV Charging Network Plan will drive the delivery of charging infrastructure on the National Road Network. The Plan sets out ambitious targets for the level and coverage needed for En-Route charging on our national roads network. We are already seeing significant increased capacity of EV charging on our national roads, and this plan provides additional reassurance and certainty for EV drivers and those thinking of making the switch to EVs that they will be able to find high powered, fast and convenient EV charge-points where and when they need them".

The Department for Transport is now inviting everyone to have their say by completing the public survey accompanying the draft Guidelines. The survey is available here.

 

Public Consultation on the Draft Green Public Procurement Strategy and Action Plan

We need to move to a more sustainable production and consumption model across society by changing how we consume materials and resources; how we design the products that we use; and how we extend the productive life of all goods and products in our society and economy. The Circular Economy offers an alternative to today’s linear ('take-make-waste') model of production and consumption that helps us to move towards a more sustainable future.

Interested persons and organisations are invited to make submissions on the draft Green Public Procurement Strategy and Action Plan.

 

Consultation to Reform Disability Payments in Ireland

The Department of Social Protection are now inviting submissions from individuals and stakeholder organisations, particularly people with disabilities, Disabled Persons’ Organisations and Disabled Persons’ Representative Organisations, to share their views with them. This Green Paper is not a final reform design. It is a proposal on what the future of long-term disability payments could look like. It is meant to help interested parties think about what might work, and to encourage a focused debate around key design issues to reform disability payments in Ireland. They would like to make this public consultation process as accessible as possible and to reach a wide audience.

Heritage Led-Regeneration Plan for Carlow Town

Carlow County Council recently appointed a consultancy firm (Urban Scale Interventions) to produce a Heritage Led-Regeneration Plan for Carlow Town.
The research gathering and public consultation stage consists of a questionnaire survey of people’s thoughts and aspirations for Heritage in the town.

Carlow County Council Draft Climate Action Plan 2024-2029

The Draft Plan sets out how Carlow County Council will be responsible for enhancing climate resilience, increasing energy efficiency, and reducing greenhouse gas emissions, across its own assets, services, and infrastructure, to which it is fully accountable for, whilst also demonstrating a broader role of influencing, advocating, and facilitating other sectors, to meet their own climate targets and ambitions. 

Making a Submission or Observation
Written submissions or observations can be made in one of three ways:
1. Online via Carlow County Council Public Consultation Portal 
2. Via Email with “Draft Local Authority Climate Action Plan” in the subject line to climate@carlowcoco.ie
3. In writing (marked “Draft Local Authority Climate Action Plan”) to:
Climate Action Co-Ordinator, Environment and Climate Action Department, Carlow County Council, The Assembly Rooms, 40 Dublin Street, Carlow R93 X3T5.


Submissions or observations must be made in writing no later than 4pm on Wednesday 25th October 2023.
