Ireland’s First National Philanthropy Policy 2024-2028

The National Philanthropy Policy for Ireland 2024-2028 was launched on 13 December 2023. The purpose of this Policy is to deepen understanding and knowledge, create an enabling environment and accelerate engagement with philanthropy in Ireland for social good.

Draft Litter Management Plan 2024-2026

In accordance with Sections 10 – 13 of the Litter Pollution Act 1997, as amended, Carlow County Council has prepared a Draft Litter Management Plan for 2024-2026.

The Public consultation on the draft County Carlow Litter Management Plan 2024-2026 will be open until Tuesday, January 23rd 2024. Comments/submissions can be made at Draft Litter Management Plan 2024 - 2026

 

Draft Carlow-Graiguecullen Joint Urban Local Area Plan (JULAP) 2024-2030

This Draft Local Area Plan (LAP) addresses spatial planning in the Carlow-Graiguecullen area and identifies the various social, economic, and environmental issues of relevance.

Policies, objectives, and related provisions are outlined to guide future development in accordance with the proper planning and sustainable development of the area. There will be two public information sessions:

  • Shaw Room, Carlow Library -Thursday 11th January 14.30-18.00
  • Talbot Hotel, Graigue  - Thursday 18th January 14.30-18.00

The Cabin Café

Carlow Older Persons Forum invite you to the Official Launch of The Cabin Café, a free monthly social café for people living with Dementia, their families and carers.
This initiative is hosted by Carlow Older Persons Forum in association with the Irish Dementia Café Network and sponsored by Carlow County Development Partnership and Carlow County Council, Healthy Carlow Programme. A pilot programme will begin in Carlow Town on 15th January 2024 with an open information morning.

Community Climate Action Programme - Drop-in clinics

The Community Climate Action Programme (CCAP) is open for applications. This fund will see €378,000 invested in Co. Carlow via community groups, supporting climate action at grassroots level.
In order to support community groups with information about the fund, Áine Byrne will be hosting drop in clinics in libraries in January. At the clinics you can pop in and ask questions about completing the application form with regard to your specific project.

Library Development Plan Consultation 2024 – 2028

Carlow County Council Library Service is making a plan for the next five years 2024 - 2028. They would like to hear what people think about public libraries in general, and how they could be improved. They are very interested in hearing from people who don't use the library, as well as people who do.
Ann Swift is an independent consultant who is helping to put the plan together. Rather than ask people to come to a special meeting to talk about the library, Ann would instead like to join the meetings of a handful of groups in the PPN network for 15 or 20 minutes, before the groups continue with their normal meeting business. The time will be spent informally discussing public libraries in general, and also how Carlow County Council Library Service might develop over the next few years.
If you have a meeting planned in January or early February – whether in person or online - and can spare Ann some time either at the start or end to discuss the library service with you, then please contact her directly at ann@annswift.ie. 
Don’t worry if you don’t have a meeting planned – you will still be able to contribute via an online survey which will be circulated shortly.

Local Authority Energy and Climate Action Information Seminar

The Southeast Energy Agency are delighted to invite you to their Local Authority energy and climate action information seminar at Seven Oaks Hotel on Thursday,  January 25th.

Registration will open at 9am. The seminar will begin at 9.30am and finish at approximately 1pm, where there will be a break for a complimentary lunch.

Representative Profile

Ian Sewell - Environmental Rep - Planning and Environment SPC

Ian is an active member of County Carlow Environmental Network. He has a technical background both electrical and mechanical and has experience of construction. He  has previously worked in Local Authority, and is currently employed by a US multinational. He has lived and worked in the UK, Ireland and the US. He is a firm believer that transport issues are at the heart of many of the problems facing life in the 21st century. He is passionate about creating an improved environment and doing things right and would very much like to be given an opportunity to contribute to the development of county Carlow.

About PPN Representation

Local Authorities and other local bodies have a range of Committees and Boards to support them to develop policy by involving external expertise. This expertise can be drawn from sectoral interests such as employers, farmers, trades unions and the community.

 

Community representation – that of the Community and Voluntary, Social Inclusion and Environmental sectors - is a core function of the PPN.

 

Reporting back to PPN groups is a mandatory requirement of PPN Representatives.

A report is required from every meeting attended by the Representative in their capacity as a PPN Representative.

Local Enhancement Programme (LEP) 2024

The LEP funding will provide capital supports essential for the many small community groups and organisations, particularly those who serve disadvantaged areas in rural and urban areas.
There will be a particular focus on small capital works/improvements, and the purchase of equipment for community use. The funding may be used, but is not limited to; improved access for persons with a disability; enhancing community participation for disadvantaged and marginalised groups, and improving energy efficiency of community facilities to reduce ongoing costs.

Festival & Event Fund 2024

The local authority has launched its Festival & Events Scheme funding for 2024, which is there to support the development of festivals and promote local events that have an economic, tourism, cultural, artistic or community benefit to the county.
To be eligible for funding the event must ensure all elements of the programme occur in County Carlow; it must take place between 1st May 2024 and 31st October 2024 and must be willing to acknowledge funding as per the guidelines.
