National PPN Conference Report

Wicklow Public Participation Network (PPN) and Wicklow County Council hosted the 5th National Public Participation Network Conference in the Arklow Bay Hotel on Thursday 5th and Friday 6th October this year. The conference was attended by over 200 delegates representing community & voluntary, social inclusion and environmental groups throughout the country as well as local authority officials, elected representatives and others who support the work of PPNs.

A Guide for Inclusive Community Engagement - (2nd Edition)

This guide is part of the Dormant Accounts-funded project. It is to achieve meaningful inclusive participation and to enhance Local Community Development Committees’ (LCDCs’) capacity to engage marginalised groups in community planning processes, which could be of benefit to all public authorities and organisations.

Rights of Nature -

PPN Actions

The IEN have organised a meet up for PPN Representatives who are interested in the Rights of Nature.

This will be focusing on work being done by PPN Representatives. It is an opportunity to hear from other PPN Reps and to explore how you could bring the Rights of Nature forward in your county too.

Dealing with Financial Institutions for Non-profit Organisations

Wicklow PPN has organised training on 'Dealing with Financial Institutions for Non-profit Organisations'.
The training will be delivered by Carmichael Ireland and held online on Wednesday 6th December from 7.30 - 9.30pm. 
This training will be of great benefit to those interested to know more on dealing with financial institutions for their group. They are extending the invitation to all PPN member groups in the South East Region.

This online training was developed by Social Justice Ireland (SJI) and  is for all PPN stakeholders. 
The training covers the following:

Grant Writing Made Easier

Dormant Accounts

Action Plan 2024

The Dormant Accounts Fund can be used to fund measures that address economic, social, or educational disadvantage and to support people with a disability. 

It is to fund programmes or projects which would assist:

  • the personal and social development of persons who are economically or socially disadvantaged;
  • the educational development of persons who are educationally disadvantaged or
  • persons with a disability.

Local Sports Participation Grant Scheme 2023

Carlow Sports Partnership is launching the Local Sports Participation Grant Scheme. This fund aims to assist existing clubs and community groups that have physical activity and sport as their primary activity. It will also encourage the set-up of new clubs and groups to promote physical activity and sport.

Community Orchard Project 

The Environment Dept. of Carlow County Council is liaising with Irish Seed-Savers Association, with the view to installing 3 community mini-orchards across Co. Carlow, using local heritage varieties.

When: Saturday, December 16th in Carlow Town (venue tbc).

Groups would need a space, around 150M2, to plant 10 trees – anywhere managed by a community group, or with permission from relevant body, e.g. parish/school grounds, with a commitment to its long-term care.

Any group who may be considering a community garden under the forthcoming Community Climate Action Fund are also more than welcome.

Social Enterprise Training -

Kilkenny PPN

Kilkenny PPN have are providing a training programme for Social Enterprises, which runs through the months of December and January 2024. The majority of the training sessions are online.

Public Consultation on Further Regulation of Tobacco & Nicotine Inhaling Products

This public consultation consists of an online survey which seeks the views and opinions of the public on options for further regulation of tobacco and nicotine inhaling products. The Dept. of Health are interested in your views on which measures might have the biggest real-world impact on public health, and any possible unexpected effects of certain measures that they should consider.
The views and opinions collected will be considered and will be used to inform future legislation on tobacco and nicotine inhaling products.

Representative Profile

Joe Butler -

PPN Community & Voluntary Representative - Housing, Community & Wellbeing SPC

Joe Butler is chairperson of Carlow Older Persons Forum for the past 2 years and is committed to ensuring that older people have the best quality of life and are recognized for the contribution they make in society. Carlow Older Person Forum ensure that those who are more vulnerable or isolated, are supported and included. When Joe Butler moved to Graiguecullen, he  was involved in the Graiguecullen Community Development Group and currently he is chairperson of the Graiguecullen Community Text Alert. His is proud of his involvement in projects, such as, the setting up of Carlow Older Persons Forum; the launch of the Car parking spaces in the town; acquiring and developing  their office in Barrick Street; a needs Analysis for Graiguecullen Community mural projects; cycling proficiency course in conjunction with Carlow Sports Partnership; Family Fun and Information days.
The annual Christmas tree lighting ceremony at the Croppies has been a highlight for the past number of years for him. He is also on the Board of Co. Carlow Development Partnership (CCDP); St. Luke’s Hospital Patient Partnership Forum for Carlow Kilkenny and the Joint Policing Committee (JPC) to mention but a few. 

Joe is a busy man, well done on all your achievements!

Joe Butler is the PPN Community and Voluntary Representative on the Housing, Community and Wellbeing SPC.

 

About PPN Representation

Local Authorities and other local bodies have a range of Committees and Boards to support them to develop policy by involving external expertise. This expertise can be drawn from sectoral interests such as employers, farmers, trades unions and the community.

 

Community representation – that of the Community and Voluntary, Social Inclusion and Environmental sectors - is a core function of the PPN.

 

Reporting back to PPN groups is a mandatory requirement of PPN Representatives.

A report is required from every meeting attended by the Representative in their capacity as a PPN Representative.

Carlow Community Climate Action Programme

Áine Byrne, Community Climate Action Officer with Carlow County Council, will be launching the Carlow Community Climate Action Programme on December 6th 2023.

Eligible projects/initiatives are those which:

  • Reduce or support reduction of greenhouse gases;
  • Increase production of renewable energy;
  • Improve energy efficiency;
  • Improve climate resilience;
  • Are nature based projects, enhance biodiversity and climate resilience;
  • Assist with transition to low carbon economy and
  • And provide innovative solutions to climate change.

In order to support community groups with information about the fund and how to apply, two zoom events organised in conjunction with Carlow PPN will take place on:
